I'm not clear on the last little bit from the sentence, "which one could be the best". I assumed it is analogous into the clause in "I'm planning to go over whatever they are", the buy of item as well as verb is reversed (I forgot just what the grammatical time period is), "which 1 is the best" should rather be a thing like "which one the best is".
